Pe de o parte , o persoan\u0103 care \u00eempingea un vehicul tras sau \u00eempins cu m\u00e2na, \u00een cazul \u0103sta \u00eempins, \u00een care se afla o alt\u0103 persoan\u0103, se angajeaz\u0103 \u00een traversarea regulamentar\u0103 a str\u0103zii pe trecerea de pietoni, \u00een pu\u021binul loc l\u0103sat de ma\u0219inile aflate \u00een trafic ai c\u0103ror \u0219oferi simt nevoia acut\u0103 de a le mirosi celorlal\u021bi fumul \u0219i b\u0103\u0219inile ie\u0219ite din \u021bevile de e\u0219apament &#8211; adic\u0103 un pastel rural de la o margine de Bucure\u0219tiul de acum 20 de ani &#8211; acuma am \u00een\u021beles c\u0103 Berceni e central, sau ceva. <br \/><br \/><strong>Intriga<\/strong>: <br \/>Persoana care \u00eempinge c\u0103ruciorul vede cum o ma\u0219in\u0103 parcat\u0103 la trecerea de pietoni d\u0103 cu spatele , urm\u00e2nd a-i oferi protec\u021bie fa\u021b\u0103 de automobilele de pe ultima band\u0103 \u0219i decide s\u0103 alerge, posibil pentru a beneficia de acea protec\u021bie, sau din alte motive pe care nu le vom \u0219ti, \u00eens\u0103 se afl\u0103 \u00een concuren\u021b\u0103 cu un \u0219ofer de BMW care decide s\u0103 profite de banda a doua care e liber\u0103 \u0219i s\u0103-i dea cox. <br \/><strong>Desf\u0103\u0219urarea ac\u021biunii. <\/strong><br \/>Apari\u021bia persoanei pe sensul liber de mers, pe trecerea de pietoni se poate constata cu circa 15 metri ( 3 lungimi de ma\u0219in\u0103) \u00eenainte prin camera de parbriz a \u0219oferului de BMW. Judec\u00e2nd de pe filmarea pus\u0103 la dispozi\u021bie, care nu \u0219tim dac\u0103 se deruleaz\u0103 la viteza real\u0103 a evenimentelor, adic\u0103 cu 1 secund\u0103\/ secund\u0103, pare c\u0103 timpul p\u00e2n\u0103 la lovire este sub 1 secund\u0103. anumite condi\u021bii, iar asta nu se calific\u0103 conform <a href=\"https:\/\/lege5.ro\/Gratuit\/geydembrha\/art-123-viteza-si-distanta-intre-vehicule-regulament?dp=gmydcnjvgizdo\">Art. 123 (h) din legea 195\/2002. <\/a><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>Conduc\u0103torul de vehicul este obligat s\u0103 circule cu o vitez\u0103 care s\u0103 nu dep\u0103\u015feasc\u0103 30 km\/h \u00een localit\u0103\u0163i sau 50 km\/h \u00een afara localit\u0103\u0163ilor, \u00een urm\u0103toarele situa\u0163ii:<\/em><br \/><em>h)la trecerile pentru pietoni nesemaforizate, semnalizate prin indicatoare \u015fi marcaje, c\u00e2nd drumul public are cel mult o band\u0103 pe sens, iar pietonii afla\u0163i pe trotuar, \u00een imediata apropiere a p\u0103r\u0163ii carosabile, inten\u0163ioneaz\u0103 s\u0103 se angajeze \u00een traversare;<\/em><br \/><br \/>\u00cen condi\u021biile \u0103stea pietonul, cel mai dezavantajat \u00een concuren\u021ba asta de factori, de\u021bine \u0219i cheia &#8211; anume s\u0103 se asigure \u00eenainte de a-\u0219i \u00eencredin\u021ba via\u021ba ca pre\u021b pentru verificarea respect\u0103rii legii \u0219i a vigilen\u021bei \u0219oferilor, dar se vede \u00een poz\u0103 c\u0103 ocazional lucrurile decurg a\u0219a. <\/p>\n\n\n\n<p>Aceste aspecte nu ne dau vinovatul &#8211; repet, asta va fi stabilit, arbitrar, \u00een justi\u021bie &#8211; dar ne spun c\u0103 e perfect posibil ca \u00een circumstan\u021be banale un astfel de accident s\u0103 se \u00eent\u00e2mple. <br \/><br \/>Solu\u021bii?<br \/><strong>V\u00e2n\u0103torii de \u0219oferi de bemveu probabil v\u0103d o solu\u021bie \u00een belirea tuturor celor care cauzeaz\u0103 astfel de accidente &#8211; pu\u0219c\u0103rie, bice, c\u0103tu\u0219e, arderi pe rug, scufundat \u00een r\u00e2u cu o piatr\u0103 de g\u00e2t. <\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>Pentru o astfel de solu\u021bie trebuie s\u0103 moar\u0103 minim un pieton pentru fiecare \u0219ofer v\u00e2nat, iar condi\u021biile de producere a accidentelor de felul \u0103sta sunt circumstan\u021biale \u0219i prielnice \u00een situa\u021bie de felul \u0103sta zic eu. <br \/>1:1 este o m\u0103sur\u0103 neproductiv\u0103, pentru c\u0103 v\u00e2neaz\u0103 \u0219anse.<\/p>\n\n\n\n<p><strong>V\u00e2n\u0103torii de pietoni care trec \u00een fug\u0103 vor vrea invers, nicio pedeaps\u0103 pentru \u0219oferii de BMW, s\u0103 lase pietonii s\u0103 fie pedepsi\u021bi natural.<\/strong> <br \/>Ca om lovit de 5 ori de ma\u0219in\u0103 pot s\u0103 spun c\u0103 tot contraproductiv este. <br \/>Accidentele se \u00eent\u00e2mpl\u0103 atunci c\u00e2nd se \u00eent\u00e2lnesc mai mul\u021bi actori neaten\u021bi iar limitele legii nu ne pot proteja de asta. <br \/><br \/>Urm\u0103toarea g\u0103selni\u021b\u0103, pe care posibil o ve\u021bi vedea instalat\u0103 \u0219i e aproape la fel de inutil\u0103 este introducerea unui semn rutier de limitare a vitezei de 30km\/h.  De ce? Pentru c\u0103 administratorul drumului va fi confruntat la judecat\u0103 cu o logic\u0103 \u0219i o nara\u021biune similare celor expuse mai sus de mine \u0219i vor fi nevoi\u021bi s\u0103 asigneze mai bine responsabilitatea \u0219i deci vina c\u0103tre cineva. \u0102sta e singurul motiv pentru care pui table cu tot felul de limit\u0103ri pe strad\u0103 sub titlul de \u201dindicatoare rutiere\u201d ca \u0219i c\u00e2nd ele \u00eenseamn\u0103 mare lucru \u00een lumea real\u0103. E doar o \u00eentrebare despre c\u00e2t de mult conteaz\u0103 via\u021ba oamenilor at\u00e2t a pietonilor c\u00e2t \u0219i a \u0219oferilor de BMW. <br \/>\u00cen opinia mea, treceri de pietoni de felul \u0103sta nu ar trebui s\u0103 existe.
